Michael Dieckmann

Michael Dieckmann,
Chief Operating Officer - Florida Virtual Campus

Michael is the Chief Operating Officer for FLVC and the Associate Vice President for Technology Enablement for the University of West Florida’s Division of Research and Strategic Innovation. Throughout his 35 year career in higher education, Michael has served in leadership roles in information technology and university business operations; prior to his current position, he served as UWF’s CIO. While CIO, he helped lead several Florida statewide initiatives, including the creation of Florida LambdaRail and the development of the Northwest Regional Data Center into a state data center. Prior to coming to Florida in 1996, he served in both administration and instruction roles at Oberlin College and DePauw University.


John Opper

John Opper, Jr., Ph.D.,
Executive Director - Distance Learning & Student Services

As Executive Director for Distance Learning and Student Services for the Florida Virtual Campus, Dr. Opper oversees the operation of the distance learning and student support services offered through the Florida Virtual Campus. Dr. Opper interacts regularly with state policymakers, education leaders, community agencies, educational entities, and industry regarding issues pertaining to technology and education, and participates in creating statewide distance learning policy and programs affecting Florida's schools, colleges, and universities. Dr. Opper has 13 years of experience working for the Postsecondary Education Planning Commission as a Policy Analyst and Director. He served as Executive Director of the Florida Distance Learning Consortium for 12 years until its merger with the Florida Virtual Campus in 2012. He has authored policy studies and recommendations in the area of undergraduate education, academic libraries, funding policy and educational technology. In addition, he has served on a variety of state, regional and national workgroups and boards. He holds a Bachelor of Science Degree from Armstrong Atlantic State University, a Masters in Education from the University of Georgia, and a Ph.D from Florida State University.


Elijah Scott

Elijah Scott,
Executive Director - Florida Academic Library Services Cooperative

Elijah is the Executive Director for the Florida Academic Library Services Cooperative (FALSC), based in the Tallahassee office of the Florida Virtual Campus. Prior to joining FALSC in 2016, Elijah was the Dean for Libraries, College Testing, and Curriculum Innovation at Georgia Highlands College. Elijah has worked in college and university libraries for over 20 years, including positions in technical services, cataloging, and reference and instruction. Throughout the course of his career, Elijah has placed an emphasis on providing exceptional customer service to students, faculty, and staff. Elijah holds degrees from Cumberland College (B.A.), the University of Tennessee (M.S.), Georgia College & State University (M.A.), and the University of Georgia (Ed.S).


Bob Hartnett

Bob Hartnett,
Director of Marketing & Communications

Bob is currently the Director of Marketing & Communications for FLVC and is located in the Pensacola, FL office. Bob is responsible for building awareness for FLVC and its family of services throughout the state of Florida. Prior to this position, Bob was the Southeast Regional Director of Marketing for a Fortune 500 company and responsible for creating multi-channel, integrated strategies across media channels from TV and radio to social media and online advertising, providing customer growth and brand recognition for the company. Bob brings more than 20 years of leadership and marketing experience to FLVC across both B2C and B2B markets. He has a passion for interpreting data and performance trends to provide the right information to the right person at the right time.
